Trying to run hadoop 2.7.1; localhost refused to connect -

i'm trying use hadoop (2.7.1) first time using cygwin on win 8. followed configuration , think every thing well. when issue sbin/start-all.sh, following error

warn util.nativecodeloader: unable load native-hadoop library platform... using builtin-java classes applicable 

also when try use browser , issue http://localhost:50030/ or http://localhost:50070/ following message

this site can’t reached  localhost refused connect. 

how can computer stop refusing connection? don't know networking or servers. in advance
